Value Engineering
A Value Engineering (VE) Study is the independent review of a project during the planning and design phases to:
- Reduce Costs
- Save Time
- Improve Operations and Level of Service
- Reduce Environmental Impacts
- Improve Safety
- Improve Value and Quality
- And more!
The FHWA/CDOT Stewardship Agreement requires VE Studies for Projects with total costs more than $40 million.

A Value Engineering study is different than a Value Engineering Change Proposal (VECP). VECPs are post-award change proposals submitted by construction contractors, as described in the Standard Specifications, Section 104.07. For assistance with a VECP, please contact your Area Engineer.
