State Highway Access Code: 2 CCR 601-1 [download]
Description: The State Highway Access Code, 2 CCR 601-1, ("Access Code") implements the state statute and sets standards for the regulation on access on Colorado State Highways. The Access Code is adopted by the Transportation Commission of Colorado.
The Access Permits Glossary is provided to explain certain technical words, phrases and abbreviations found in the Access Code. If a word is not further defined herein, it may be assumed that it is the common and acceptable meaning of the word found in any widely accepted English language dictionary.
State Highway Access Category Assignment Schedule 2 CCR 601-1A [download]
Description: Section Three of the Access Code provides an access control classification system. There are eight separate categories. The State Highway Access Category Assignment Schedule ("the Schedule") assigns to each state highway segment a category pursuant to the requirements of Access Code subsection 2.2 and Section Three. This assignment adoption is by the Transportation Commission of Colorado. The schedule was last updated on June 14, 2023.
FHWA Colorado Division Control of Access to the Interstate and Its Right-of-Way [download]
Description: This guidance is meant to assist the Colorado Department of Transportation (CDOT) in determining when the Colorado Division Office needs to be involved and describes the Colorado Division Office's actions that are required to ensure preservation of access control for the Interstate system.
Application for Highway Access Permit Form (CDOT #0137) [download]
Description: To construct, relocate, close, or modify access(es) to a State Highway or when there are changes in use of such access point(s), an application for access permit must be submitted to the Colorado Department of Transportation (CDOT) or the local jurisdiction serving as the issuing authority for State Highway Access Permits. There are four (4) levels of access traffic assessments used to complete the application.
To be used for application seeking access to a State Highway for no more than two single-family residences (less than 20 trips), and temporary permits related to agriculturally-related field access, and accesses to utility infrastructure such as power lines and pump stations. Improvements are anticipated to be substantially on the applicant's property, with the potential for some improvements to be made in the State Highway right-of-way.
To be used for applications seeking access to State Highway for any commercial property or any other access with an estimated average daily access volume in excess of 20 trips, and where there is no construction or reconstruction of the roadway features (i.e. turn lanes, roundabout, signals, striping of the highway, and extensive roadway construction).
Applications at this level will result in required improvements within the State Highway right-of-way and possibly other improvements to the State Highway system (i.e. turn lanes, roundabout, signals, and striping of the highway).
Applications at this level will result in required improvements at interchanges on the interstate or non-interstate system or a new interchange. Applications for this level of permit will be handled through the 1601 PD and possibly the Federal Interstate Access Request (FIAR) process.
Contact the CDOT Regional Access Unit in which the subjected property is located to determine where the application must be submitted.

Design Waiver Request [download]
Description: If an applicant wishes to seek a waiver from the design standards of the Code, a request may be submitted as an attachment to the permit application form. An original 2 part Department form No. 112 shall be used. See Access Code subsection 4.12 on design waivers.
Performance Bond Guidelines: Bonding of Access Permit Projects [download]
Description: The Permittee is responsible to obtain and fund the performance bond in conformance with the State Highway Access Code and the Performance Bond Guidelines. The bonding requirement will only apply to private projects. Local Agencies will not be required to comply with the Performance Bond Guidelines. Regardless of the cost necessary to complete a project, the CDOT Regions can, at their discretion, require a Performance Bond.

Description: This document provides general guidelines for a traffic impact study and recommended outlines for how those contents can be presented in a report. Specific requirements and contents for a traffic impact study can be found in section 2.3(5) of the State Highway Access Code.

Description: Access Control Plans (ACPs) means a roadway design plan which designates preferred access locations and their designs for the purpose of bringing those portions of the roadway included in the access control plan into conformance with their functional classification to the extent feasible. [§ 43-2-147(8)(a), C.R.S.]
